Tobacco refill pack IQOS in Luanda: the order shortlist
Tobacco in Luanda: 14 units tested over 9 weeks, refill pack formats, priced per 10 ml for Angola.
How to tell a good refill pack from a repack
Tobacco sounds like one product. It is not: a refill pack running varies will taste nothing like the same blend on a different device, which is why we test before we recommend.
Tobacco refill pack reviews tend to be written after one tank. We run 14 units and 9 days per unit, because that is where the honest answer changes.
If you only read one line: the refill pack you buy decides how long tobacco tastes right, and the coil inside it decides how long that is.
What a tobacco refill pack really costs in Luanda
Tobacco in a refill pack is not the same product you see in a catalogue photo, and the price per 10 ml is where the gap shows. In Luanda the liquid, the coil and the power setting all have to agree before the flavour actually lands.
How we tested tobacco in a refill pack
- Settle the draw first: mouth-to-lung or direct-to-lung, because it decides the coil and the liquid.
- Choose strength against the ceiling in Angola, which is the local legal limit for retail here.
- Order before 14:00 so the parcel leaves the same day and lands inside 8–15 business days.
- Spare parts availability for refill pack in Angola, since tanks and pods go first.
- Clear PG/VG ratio on the label, which predicts throat hit more accurately than strength.
- The listed nicotine ceiling, which is the local legal limit in Angola, not a suggestion.
- Stock depth: 14 lines held, so the shortlist does not turn into a special order.
Where tobacco goes wrong
- Chasing a discount on a refill pack that then needs an adapter nobody in Angola stocks.
- Treating the advertised Kz53 entry kit as the real cost when refills run Kz2.12 per 10 ml.
- Buying the cheapest refill pack available and repeating it because the first coil burnt.
The rules that apply here
Retail sales in Angola sit under the same nicotine the label declares, which is the local legal limit. Anything above it is not sold through this channel.
Packaging for tobacco in Angola must be child-resistant, and the batch code has to be readable without cutting the shrink wrap.

| Nicotine ceiling | varies | Legal retail limit in Angola |
| Coil life | ~4 days | The hidden monthly cost |

| Entry kit | Kz53 | What a first order really pays |
| Refill cost | Kz2.12 / 10 ml | The figure that decides the habit |

Frequently asked questions
Why does tobacco taste burnt?
Almost always the coil, not the liquid. On the refill pack units we ran, a coil past 4 days turned the tobacco blend itself harsh.
What nicotine strength should tobacco start at?
Start at whatever Angola allows on the label. If you already smoke, drop one step; if not, half of it for a refill pack.
How much does a refill pack cost per 10 ml?
On the last run in Luanda: about Kz2.12 per 10 ml liquid plus Kz53 for the entry kit, before any bulk discount.
